The Philippine Statistics Authority (PSA) Regional Statistical Services Office IV-A actively participated in the celebration of the 2026 Ease of Doing Business (EODB) Month anchored on the theme, “Achieving Results through Transparency and Accountability towards a More Productive Bagong Pilipinas.” The celebration highlighted the agency’s commitment to transparent, accountable, and client-centered public service.
The observance officially started with an EODB-themed Flag Raising Ceremony on 11 May 2026, where PSA personnel were oriented on the month-long activities and the importance of promoting efficiency and good governance in public service.
As part of the celebration, PSA RSSO IV-A prepared and disseminated digital advocacy materials and infographics featuring frontline services, accomplishments, and updates on Civil Registration Services, National ID, CRASM, DeCAP, BRAP, and other PSA initiatives.
Public testimonial videos from Civil Registration and National ID clients were also presented to showcase positive client experiences and quality service delivery.
In relation to the celebration, PSA RSSO IV-A also deployed representatives on 18 May 2026 to set up a Civil Registration System (CRS) Mobile Outlet in Calaca, Batangas during the “Capitol on Wheels,” a collaborative project of the Anti-Red Tape Authority (ARTA) and the Local Government Unit of Calaca. The activity aimed to bring government services closer to the public and improve accessibility of PSA services.
The celebration concluded with the recognition of PSA personnel who demonstrated commendable public service and dedication in delivering transparent, efficient, and client-friendly services.
Through these activities, PSA RSSO IV-A reaffirmed its commitment to continuously improving public service delivery in support of a more productive Bagong Pilipinas.
Sugarcane farmers of the Bukidnon Farmers CARP Beneficiaries Multi-Purpose Cooperative (BUKIFCARB MPC) in Don Carlos, Bukidnon continue to produce quality muscovado sugar as a source of livelihood and community pride, yet operational challenges and production bottlenecks can limit their efficiency and growth potential. To better understand these needs and identify appropriate interventions, the Department of Science and Technology (DOST) Bukidnon conducted a Technology Needs Assessment (TNA) on May 28, 2026, as part of its continuing efforts to support farmer-led enterprises through science, technology, and innovation.
On the same day, DOST Bukidnon also met with the Central Mindanao University–Mechanical Engineering Department to explore possible technical solutions and areas for collaboration that may help address the cooperative’s operational concerns. Through this initiative, potential opportunities for process improvement, enhanced productivity, and better product quality were discussed, laying the groundwork for future science and engineering-based interventions. By fostering collaboration among farmers, academic institutions, and government agencies, the activity supports the development of practical solutions that can help strengthen local enterprises, improve competitiveness, and create greater economic opportunities for sugarcane farming communities while addressing operational constraints that may affect long-term growth and sustainability.
The Provincial Government of Cavite, through the Provincial Information and Communications Technology Office (PICTO), facilitated a Briefing on the DICT National Programs and Creation of ICT Council for Local Government Units (LGUs) on June 1, at the New Provincial Government Center in Trece Martires City.
The activity gathered ICT and planning officers and representatives from the different cities and municipalities of Cavite to strengthen collaboration and promote digital transformation initiatives across local government units.
Ms. Annie Q. Tacazon, PICTO officer in charge, formally welcomed the participants and acknowledged the presence of the attendees, emphasizing the importance of a unified approach in advancing information and communications technology initiatives in the province.
One of the highlights of the event was the presentation of Provincial Ordinance No. 511-2026, entitled “An Ordinance Mandating All Cities and Municipalities in the Province of Cavite to Create Information and Communications Technology (ICT) Councils.” The ordinance was presented by 7th District Board Member Camille Lauren V. Del Rosario, principal author of the measure. During her presentation, she underscored the vital role of ICT Councils in fostering digital governance, innovation, and sustainable development among local government units. Likewise, she discussed the functions of the local ICT council.
Meanwhile, Ms. Jerica Dalisay, Project Development Officer II of the Department of Information and Communications Technology (DICT) Region IV-A, discussed the establishment of ICT Councils and provided guidance on their structure, functions, and significance in advancing local digital transformation efforts.
The discussion on Building Cavite’s ICT Transformation Roadmap was led by Mr. Bonifacio Belen, Founder-Convenor of the National ICT Confederation of the Philippines (NICP), who shared strategies in charting a shared direction for the province’s digital future aimed at strengthening the province’s digital infrastructure, enhancing public service delivery, and fostering innovation-driven governance.
Representatives from the DICT led by Ms. Dalisay and Engr. Kenneth Benedicto, DICT-Cavite Provincial Officer, also presented various national programs available for LGUs, highlighting initiatives that support digitalization, connectivity, cybersecurity, and capacity-building efforts for local governments.
The briefing concluded with an inspiring message from Ms. Teresita Leabres, President of the Cavite ICT Council, who encouraged the participants to actively support the establishment of ICT Councils in their respective localities and work collectively toward achieving a digitally empowered Cavite.

Government officials, educators, students, and members of the Armed Forces of the Philippines gathered at the Dambana ng Pambansang Watawat in Alapan, Imus City on May 28 to commemorate the National Flag Days and formally launch the nationwide observance of the 128th Anniversary of the Proclamation of Philippine Independence.
Carrying the theme, “Kalayaan. Kinabukasan. Kasaysayan” the ceremony highlighted the enduring significance of the Philippine flag as a symbol of unity, patriotism, and national identity.
Leading the event were Cavite Governor Francisco Gabriel D. Remulla, Imus City Mayor Alex L. Advincula, Senator Joseph Victor “JV” Ejercito, Congressman Adrian Jay C. Advincula, DILG Secretary Juanito Victor C. Remulla, and National Historical Commission of the Philippines Chair Regalado Trota Jose Jr., among other dignitaries.

The Provincial Government of Cavite Employees and Community Multipurpose Cooperative (PGCECC) marked its 23rd Founding Anniversary on May 26, in their new office at the Old Cavite Government Center in Trece Martires City, bringing together officers, members, and guests in a celebration of the cooperative’s achievements and continued commitment to serving its members.
A highlight of the celebration was the blessing of the cooperative’s new office, symbolizing another milestone in PGCECC’s journey of growth and development. The blessing ceremony was attended by cooperative officials, members, and invited guests who witnessed the inauguration of the new facility, which is expected to further enhance the delivery of services to its members.
Since its establishment, PGCECC has remained dedicated to promoting financial empowerment and providing accessible services and opportunities to its growing membership. Through various programs and initiatives, the cooperative continues to support the economic well-being of its members by promoting financial literacy and fostering the values of responsibility, cooperation, and mutual assistance.

Binanggit din ni Topacio ang “malayuang pakikilahok” nina dating Senador Antonio “Sony” Trillanes IV at dating Senador Leila M. De Lima, noong sila ay parehong nakapiit.
Pagkatapos ng press conference, si Atty. Ferdie Topacio ay nagpunta sa Korte Suprema para sa pagsampa ng kasong indirect contempt laban kay Rep. Sara Elago “upang turuan sila ng leksyon.” Ipinahayag din niya na may kasong isinasaayos laban sa aktres na si Jasmin Curtis. “Hindi ako tatanggap ng anumang pagpapanggap. Ipagtatanggol ko ang aking mga karapatan,” sabi niya.
“Sa pagtatapos ng araw, hindi natin basta-basta maibibigay ang hurisdiksyon ng ICC,” sabi niya. Sinabi ni Atty. Jimmy Bondoc na hindi nila tatalakayin ang mga merito ng kaso isinasaalang-alang ang patakaran ng “sub judice” na may kinalaman sa mga kasong nakabinbin pa sa korte.
Dagdag ni Atty. Bondoc na sasagutin nila ang lahat ngunit hindi anumang tungkol sa kinaroroonan ni Senator Dela Rosa. Binigyang-diin ni Bondoc na lahat ng pag-uusap kay Senator Dela Rosa ay nangyari bago ang Mayo 13, 2026.
Sinabi ni dating Kalihim ng Kapaligiran at Likas na Yaman na si Mike Defensor na mga 40 na sa kanila ang nasampahan na ng kaso kaugnay ng iskandalo sa kontrol ng baha.
Binigyang-diin ni Defensor na wala silang ginagawa na labag sa batas, kundi pinag-uusapan lamang nila ang korapsyon sa gobyerno at ipinapahayag lamang ang damdamin ng mga tao.

Victoria Reyes, Dasmariñas City; at Kenneth, na residente naman ng Rodriguez, Rizal.
Isinagawa ng mga tauhan ng General Trias Component City Police Station ang operasyon dakong alas-9:00 ng umaga nitong Hunyo 3 sa Balay Silangan, Barangay Navarro, ng naturang lungsod.
Inaresto ang mga akusado sa bisa ng warrant of arrest na may petsang Hunyo 1, 2026 para sa paglabag sa Section 3 in relation to Section 14(B)(4) ng Republic Act No. 11053 o ang Anti-Hazing Act of 2018 na inilabas ng Presiding Judge ng Regional Trial Court, Branch 90, Dasmariñas City, Cavite na walang piyansang inirekomenda.
Nabatid na ang limang naaresto ay nasampahan ng kasong Republic Act No. 11053 o ang Anti-Hazing Act of 2018 dahil sa pagkakasangkot sa nangyaring hazing na ikinasawi ng isang 4th year Maritime student ng Philippine Nautical and Technological College in Dasmarinas, Cavite.
Ang hazing incident ay naganap nitong Marso 1 sa isang bakanteng lote sa Sitio Asiongan, Barangay Langkaan 1, Dasmariñas City.
Iginiit ni Senate President Pro Tempore at Four Term Senator Loren Legarda na labag sa Salingang Batas ang ginawang Takeover ng Minority Block sa Senado.
Ayon kay Legarda, walang senador na maaaring *tumayong* Senate President sa boto lamang *ng* labindalawang miyembro. Malinaw na nakasaad sa Article VI, Section 16(1) ng 1987 Constitution na ang Senate President ay *mahahalal lamang* sa pamamagitan ng boto ng mayorya ng lahat ng miyembro ng Senado. Dahil dalawampu’t apat ang kabuuang bilang ng mga senador, labintatlong boto ang kailangan upang magkaroon ng mayorya.
At dahil labindalawa lamang ang boto ng Minorya, wala silang sapat na bilang para maghalal ng Senate President o magbigay ng awtoridad sa sinumang senador na gumanap bilang Senate President.
Sa ilalim naman ng Rule II, Section 2 ng Rules of the Senate, “Ang mga opisyal ng Senado ay ihahalal sa pamamagitan ng boto ng mayorya ng lahat ng mga kasapi nito.” Ibig sabihin, kailangan din ng hindi bababa sa labintatlong boto upang mahalal ang Senate President Pro Tempore, Senate Secretary, at Sergeant-at-Arms.
Ayon kay Legarda, malinaw itong kinilala at inamin mismo ng mga senador ng Minorya sa kanilang mga pahayag. Ito ang ang rason kung bakit hindi sila *naghalal* ng Senate President dahil kulang sila sa kinakailangang labintatlong boto. Sa parehong dahilan, wala rin silang sapat na bilang upang legal na maghalal ng Senate President Pro Tempore.
“Malinaw ang Konstitusyon at ang mga tuntunin ng Senado, dapat itong sundin ayon sa nakasulat,” diin ni Legarda.
“Dalawampu’t apat ang kabuuang miyembro ng Senado. Ang mayorya ng dalawampu’t apat ay labintatlo. Kung walang labintatlong senador, hindi maaaring magsagawa ng opisyal na transaksyon ang Senado.”
Dagdag pa niya, dahil walang quorum na labintatlo, wala ring batayan upang baguhin ang mga committee chairmanship ng Senado.
Binigyang-diin din ni Legarda na ang pansamantalang pagliban ng ilang senador ay hindi dapat gamitin upang alisin ang kanilang representasyon.
“Hangga’t walang pagka-bakante, pagbibitiw, pagpapatalsik, pinal na diskwalipikasyon, o iba pang legal na dahilan na kinikilala ng batas, nananatiling bahagi ng Senado ang mga senador,” ani Legarda.
“Naninindigan tayo sa ating paggalang sa Konstitusyon,” dagdag niya. “Anumang proseso o hakbang na isinagawa nang walang quorum na hinihingi ng Konstitusyon ay nagbubukas ng seryosong usapin sa bisa at legalidad nito at hindi maituturing na naaayon sa malinaw na mandato ng Saligang Batas.”
