PNP Top Brass PLTGen Nartatez Visits PRO CALABARZON

Camp BGen Vicente P. Lim — The Acting Chief of the Philippine National Police (PNP), Police Lieutenant General Jose Melencio C Nartatez Jr, conducted a command visit to the Police Regional Office CALABARZON today as part of his continuing engagement with police units nationwide.

PLTGen Nartatez was accorded arrival honors upon his arrival at Camp BGen Vicente P Lim and was warmly welcomed by the Regional Director, PBGEN Paul Kenneth T Lucas together with the members of the Command Group, Regional Staff, Provincial Directors, and Chiefs of National Support Units.

During his Talk-to-Men, the PNP Chief emphasized the fundamental duties and responsibilities of police personnel, reiterating the organization’s mandate to enforce the law, prevent and control crime, maintain peace and order, and ensure public safety and internal security. He stressed that these responsibilities are best fulfilled through active support of the community, highlighting police patrol operations and investigation as the two primary pillars of effective policing aligned with his Focused Agenda and the organization’s guiding mantra, “Bagong PNP para sa Bagong Pilipinas: Serbisyong Mabilis, Tapat at Nararamdaman.”

PLTGen Nartatez likewise acknowledged the dedication and sacrifices of police personnel and highlighted the government initiatives in increasing the Salary and Allowances as stipulated in the Republic Act No. 12314 or the General Appropriations Act (GAA) FY 2026 extended to members of the PNP in recognition of their commitment to service. These include salary increases, subsistence allowance, and rice allowance, which further motivate personnel to uphold professionalism and excellence in the performance of duty. He also noted the high level of public trust, citing the PNP’s 80 percent trust rating reflecting the organization’s sustained efforts to deliver Serbisyong Mabilis, Tapat at Nararamdaman.

CALABARZON December 2025 inflation recorded at 2.1 percent

LIPA CITY, Batangas – The Philippine Statistics Authority (PSA) CALABARZON reported the December 2025 inflation in the region during an online press conference on 09 January 2026. Regional Director Charito C. Armonia announced that the region’s inflation rate in December 2025 increased at 2.1 percent. This figure is 1.2 percentage point lower than the 3.3 percent posted in December 2024.  In addition, the average inflation rate for 2025 is recorded at 2.1 percent.

A faster increase in prices for Food and Non-Alcoholic Beverages commodity group─averaging at 1.8 percent─contributed to the accelaration in the overall inflation rate (IR).

Compared to previous month’s inflation, Food groups in CALABARZON that incurred increments in IR include Corn at 14.0 percent inflation (from 12.1 percent); Flour, bread and other bakery products, pasta products, and other cereals at 2.4 percent inflation (from 1.3 percent); Vegetables, tubers, plantains, cooking bananas and pulses at 8.2 percent (from 0.8 percent); and Fruits and nuts at 0.1 percent inflation (from -0.1 percent).

On the other hand, Food groups that recorded lower increase in prices include Meat and other parts of slaughtered land animals at 4.2 percent inflation (from 4.9 percent); Fish and other seafood at 6.4 percent inflation (from 6.6 percent); Oils and fats at 17.1 percent inflation (from 17.9 percent); and Ready-made food and other food products n.e.c. at 1.7 percent (from 1.9 percent).

Meanwhile, Rice showed a slow decrease in prices at -10.1 percent inflation (from -13.1 percent). Milk, other dairy products and eggs showed a decrease in prices in December 2025 at -0.1 percent (from a higher increase in prices in the previous month inflation of 0.4 percent). Sugar, confectionery and desserts retained its IR at 1.0 percent.

Compared to November 2025, inflation rate in December 2025 increased in the areas of Batangas (from 0.5 percent to 1.1 percent), Cavite (from 2.2 percent to 2.6 percent), Quezon (from 1.5 percent to 2.5 percent), and Lucena City (from 0.6 percent to 1.6 percent). Meanwhile, Laguna decreased its IR from 2.1 percent to 2.0 percent and the province of Rizal maintained its inflation rate at 2.2 percent.

The purchasing power of peso (PPP) in the region was recorded at 77 centavos in December 2025, compared to its value in 2018 (base year).

 

PRO 4A Nabs 9 Most Wanted, 21 Other Wanted Persons in 24-Hour Operation

Camp Vicente Lim, Laguna— The Police Regional Office 4A under the steadfast leadership of PBGen Paul Kenneth T Lucas, Regional Director, recorded a major operational breakthrough with the arrest of 9 Most Wanted Persons and 21 Other Wanted Persons during its intensified campaign against wanted persons.

From 6:00 AM on January 12 to 6:00 AM on January 13, 2026, PRO 4A conducted 30 coordinated operations across the region, resulting in the successful service of warrants of arrest against 30 wanted persons.

Highlighting the 24-hour operations was the apprehension of alias “Aris,” ranked as Regional Level Most Wanted Person for the crime of rape with no bail recommended.

PBGen Paul Kenneth T. Lucas commended the unwavering dedication and professionalism of PRO CALABARZON personnel, underscoring their commitment to public safety and justice.

“Our personnel’s relentless efforts demonstrate our firm resolve to uphold the rule of law and ensure safer communities throughout CALABARZON,” PBGen Lucas said.

All arrested individuals are currently under police custody and will be presented before their respective courts of origin for proper disposition. (RPIO4A)

DOST, Cagayan Province Strengthen Partnership for STI Development

The Department of Science and Technology (DOST), under the leadership of Secretary Renato U. Solidum Jr., welcomed Cagayan Provincial Governor Edgar Aglipay for a courtesy visit, reaffirming a shared commitment to harness science, technology, and innovation (STI) as key drivers of inclusive, resilient, and sustainable growth in the province.

The meeting also brought together DOST Undersecretary for Regional Operations Engr. Sancho A. Mabborang, Cagayan Provincial Board Member Atty. Engelbert “Jojo” Caronan, and DOST Region II Regional Director Virginia G. Bilgera, reflecting strong collaboration between national and local leaders in shaping Cagayan’s development agenda.

A highlight of the discussion was the presentation of DOST’s Three-Horizon STI Economic Strategy (2025–2028), which provides a clear roadmap for transforming the country’s economy. The strategy envisions a surge in productivity, the creation of a vibrant knowledge-based economy, and the preparation of Cagayan for the industries of the future, including artificial intelligence, smart agriculture, biotechnology, renewable energy, and climate-resilient technologies.

Secretary Solidum emphasized that agriculture should be treated as a business ecosystem, rather than traditional planting. Programs such as Smart Agriculture and SARAI (Smarter Approaches to Reinvigorate Agriculture as an Industry in the Philippines) will empower farmers, cooperatives, and agripreneurs to increase productivity, enhance product quality, and sustainably scale operations, turning local resources into high-value economic opportunities.

Another key focus of the meeting was data-driven governance. Tools like GATES (Geospatial Analytics and Technology Solutions) enable local governments across the country to make informed decisions, optimize resources, improve disaster response, and harness regional strengths. These initiatives transform long-standing challenges into strategic drivers of development and resilience.

Governor Aglipay expressed strong support for DOST programs, highlighting the province’s commitment to generate high-quality jobs, support returning overseas Filipino workers (OFWs) in establishing enterprises, strengthen partnerships with educational institutions, and develop high-value products through innovation, processing, and efficient logistics.

DSWD unveils stronger social welfare initiatives under higher 2026 nat’l budget

The Department of Social Welfare and Development (DSWD) is set to roll out stronger social welfare initiatives and new programs designed to support vulnerable families and improve the lives of Filipinos, while also strengthening disaster response.

In a Palace briefing on Monday, DSWD Secretary Rex Gatchalian said the department’s budget increased by 22.5 percent, or from PhP215.8 billion last year to PhP264.45 billion this year, to enhance government services focused on social welfare, development, and disaster response.

For social welfare, Gatchalian said that PhP63.9 billion has been allotted to protective services to assist individuals and families in difficult circumstances, particularly through the Assistance to Individuals in Crisis Situation (AICS) program.

Under the AICS, qualified beneficiaries receive financial support for transportation, medical, burial, food, and other support services.

Gatchalian also said the budget for the DSWD’s supplemental feeding program catering to learners from daycare centers, was increased to PhP9.56 billion with an increase in the number of feeding days from 120 to 180 days.

Meanwhile, the budget for social pension rose to PhP51.8 billion this year, allowing it to cover an additional 500,000 senior citizens previously on the wait list.

On the development front, Gatchalian shared that the Social Technology Development Bureau received a total of PhP79.6 million, PhP75 million of which will fund new development programs.

This includes Project Aruga, a program that focuses on helping families with members who have disabilities; Project SAFE (Keeping a Sexually Abuse Free Environment), an educational campaign for a safer internet environment and prevention of online exploitation; and ProtecTEEN, aimed at reintegrating teenage mothers into the community.

On top of that, PhP216 million was allotted for licensing, accrediting, and monitoring services. Of this, PhP204 million will help non-government organizations (NGOs) in facilitating care facilities for victims of abuse and exploitation.

Gatchalian explained that empowering NGOs in this aspect is more cost-effective than establishing new care facilities, which will take time. “Ngayon iyong mga licensed, registered license and accredited na mga private na care facilities, babayaran na lang natin ng cost of care.”

For disaster response, Gatchalian said their quick response fund received an additional PhP1.75 billion.

“So, kung dati-rati, ang quick response fund ng DSWD is PhP1.25 billion, ngayon ay nasa PhP3 billion na. Ang ibig sabihin nito, mas mabilis kaming makaka-respond sa mga tuluy-tuloy na calamities,” Gatchalian said.

Aside from this, PhP500 million was allocated for a multi-year capital expenditure in the construction of the Mindanao Disaster Resource Center, an envisioned repacking center in Butuan City. Gatchalian said this would fulfill President Ferdinand R. Marcos Jr.’s dream that all island clusters have their own repacking center for faster disaster response.

“The total cost of the project is around PhP1.5 billion; PhP500 million muna iyong naibigay because this is a multi-year program,” Gatchalian said.

Lastly, Gatchalian cited another increase in protective services to build a regional Bahay Pag-asa for juvenile delinquents. This is another multi-year commitment that was initially given a total of PhP275 million. | PND

DHSUD expands 4PH coverage to address shelter needs of more Pinoys

The Department of Human Settlements and Urban Development (DHSUD), upon the instructions of President Ferdinand R. Marcos Jr., expanded the coverage of the Pambansang Pabahay Para sa Pilipino Program (4PH) and implemented various programs to address the housing needs of more Filipinos.

“Nagsimula ang ating programa na nagko-concentrate tayo on vertical housing. With the assumption of Secretary Jose Ramon Aliling, pinalapad po natin at pinalawak natin iyong coverage natin,” DHSUD Senior Undersecretary Henry Yap said at a press briefing in Malacañang on Monday.

Yap said that nearly all income groups in the Philippines now have housing options, including subdivisions, condominiums, and rental units.

He added that DHSUD has revived the community mortgage program and widened the scope starting in July, with the agency now targeting over 6,000 beneficiaries across 36 projects.

The Pag-IBIG Fund, one of the members of the Shelter Cluster, also adopted numerous programs, including lowering interest rates for socialized housing and economic housing, the DHSUD official noted.

“From a high of 6.5 percent, binababa po natin to 3 percent or more than half po ang na-cut natin sa interest rates, at ito ay naging mas responsive dahil mas marami po ang mga benepisyaryo ang puwedeng lumahok at makahiram po sa Pag-IBIG,” he said.

In response to President Marcos’s directive, the DHSUD streamlined its processes to make the agency more responsive in issuing permits and licenses, with the goal of attaining zero backlog for all actionable items.

Other initiatives also include the approval of a price ceiling adjustment for socialized housing in coordination of other agencies, simplifying the tax clearance requirement for social housing developers to reduce cost, and coming up with a program for the inclusion of graduates of the Pantawid Pamilyang Pilipino Program (4Ps) to DHSUD’s 4PH Program.

For emergency response, DHSUD deployed modular shelter units last year and constructed around 20 bayanihan villages nationwide, especially in areas affected by major earthquakes, such as Cebu and Davao Oriental.

“Nagbigay din po tayo ng tulong na financial assistance sa ating Integrated Disaster Shelter Assistance Program or IDSAP alinsunod sa direktiba at guidance ng ating Presidente para maging inclusive at sustainable ang ating housing solutions para sa mga Pilipino,” said Yap.

This year, he said DHSUD’s effort includes implementing the PlanSmart, crafted with the assistance of the Department of Science and Technology (DOST) and the Department of Environment and Natural Resources (DENR), aimed at speeding up the preparation of comprehensive land use plans. | PND

TIKLO ang isang regional-level most wanted person sa matagumpay na law enforcement operation kamakailan sa Alfonso, Cavite.

Kinilala ang akusado na si alyas John, naninirahan sa Alfonso, at siya ay naaresto dakong alas-12:30 ng tanghali nitong Enero 13 sa naturang bayan.

Si John ay inaresto sa bisa ng warrant of arrest para sa kasong paglabag sa Sections 5, 11, and 12, Article II ng Republic Act No. 9165, na inisyu noong Mayo 20, 2024, ng Regional Trial Court, Fourth Judicial Region, Branch 134, City of Tagaytay, na walang inirekomendang piyansa.

Ang pag-aresto ay isinagawa ng warrant section ng Alfonso Municipal Police Station gamit ang Alternative Recording Device.

 

Legarda hinimok ang mas matibay na pagkakaisa laban sa krisis sa basura

Habang ginugunita ng Pilipinas ang National Zero Waste Month ngayong Enero, nanindigan si Senadora Loren Legarda sa kanyang panawagan para sa mas matibay na pambansang pagkakaisa upang harapin ang lumalalang krisis sa basura ng bansa.

Ipinunto ng Senadora na bagama’t lumawak na ang kamalayan at dumami ang mga inisyatiba sa komunidad, kailangan ang mas malalalim na reporma at sama-samang pagkilos.

“Ang Zero Waste ay isang pambansang paninindigan,” pahayag ni Legarda. 

“Kailangan natin ng mas matibay nap ag-aksyon. May pananagutan ang bawat Pilipino, at dapat tumindig ang bawat institusyon upang pangalagaan ang ating kalikasan at ang kinabukasan ng susunod na henerasyon,” dagdag niya.

Ang panawagan ng Senadora ay kasunod ng nakababahalang datos mula sa What a Waste Global Database Report ng World Bank noong 2025, kung saan ika-27 ang Pilipinas sa 50 bansang may pinakamalaking nalilikom na municipal solid waste, na umaabot sa 14.6 na milyong tonelada kada taon. Malaking bahagi nito ay plastik, at nagbabala ang mga eksperto na ang patuloy na pagdami ng basura ay nagbabanta sa kalusugan ng publiko, katatagan ng mga lungsod, at mga pagsisikap ng bansa sa pag-angkop sa pagbabago ng klima.

Binigyang-diin ni Legarda na ang maling pamamahala ng basura ay tuwirang nagpapalala ng pagbaha at panganib sa sakuna. Noong Hulyo 2025, nakalikom ang Metropolitan Manila Development Authority (MMDA) ng mahigit 600 tonelada ng basura sa buong NCR sa kasagsagan ng malalakas na ulang dulot ng habagat kabilang ang 526.8 tonelada mula sa mga pumping station at 76.9 na tonelada mula sa mga binahang lugar. Samantala, nag-alis ang DENR-NCR ng mahigit 872,000 sako ng debris mula sa mga ilog at estero upang mabawasan ang pagbaha. Kinumpirma ng mga awtoridad na ang pagbabara ng mga daluyan ng tubig dahil sa maling pagtatapon ng basura ang lalong nagpalala ng pagbaha sa Metro Manila.

“Ang pagbaha ay hindi lamang usapin ng ulan; ito ay pinalalala ng basurang bumabara sa ating mga ilog at estero,” babala ni Legarda.

“Bawat piraso ng basura ay nagiging hadlang na naglalagay sa panganib ng buhay. Ang mas mahigpit na disiplina sa basura ang pananggalang na maaari nating buuin nang magkakasama,” diin niya.

Kasabay nito, binigyang-diin ni Legarda na matagal nang umiiral ang balangkas para makamit ang zero waste sa pamamagitan ng Republic Act No. 9003, o Ecological Solid Waste Management Act, na kanyang iniakda at pangunahing inisponsoran. Inaatasan ng batas ang paghihiwalay ng basura sa pinagmulan, pagtatatag ng materials recovery facilities (MRFs) sa bawat barangay, at pagbawas ng basura sa pamamagitan ng pagre-recycle, composting, at muling paggamit.

“Ibinibigay ng RA 9003 ang malinaw na gabay: paghihiwalay sa pinagmulan, pagre-recycle, composting, at muling paggamit,” paliwanag ni Legarda.

“Kung ipatutupad ng bawat barangay ang materials recovery facilities at isasagawa ng bawat tahanan ang tamang paghihiwalay ng basura, maaari nating lubos na mabawasan ang basura at maprotektahan ang ating mga komunidad.”

Binanggit din ni Legarda ang Republic Act No. 11898, o ang Extended Producer Responsibility Act of 2022, na kanyang iniakda bilang co-author upang palakasin ang RA 9003 sa pamamagitan ng pag-aatas sa mga prodyuser na bawiin at i-recycle ang plastik na packaging waste sa ilalim ng malinaw na EPR programs.

Upang umakma sa mga balangkas na ito, muling inihain ni Legarda sa ika-20 Kongreso ang Magna Carta of Waste Workers, isang panukalang naglalayong i-standardize ang kundisyon sa trabaho, palawakin ang social protection, at pormal na kilalanin ang mga pormal at impormal na waste workers bilang mahahalagang katuwang sa pamamahala ng kalikasan.

“Mahahalagang katuwang ang mga waste worker sa pangangalaga ng kalusugan ng publiko at ng kapaligiran. Sa pagtiyak ng kanilang mga karapatan at proteksyon, itinataguyod natin ang kanilang dignidad at pinatitibay ang ating paninindigan sa people-centered environmental governance,” pahayag ni Legarda.

Ngayong Zero Waste Month, muling pinagtibay ni Legarda ang kanyang pangako na isulong ang mga repormang magpapalakas sa pananagutan ng mga prodyuser, magbibigay-lakas sa mga komunidad, at mag-iinstitusyonalisa ng suporta para sa mga waste worker.

“Ito ang simula ng panibagong taon ng pananagutan,” ani Legarda. “Ngunit sa pagkakataong ito, dapat itong markahan ng aksyon at resulta. Ang zero waste ay hindi pangarap kundi ating responsibilidad sa ating bansa at sa mga susunod na henerasyon.”

 

AFP, PNP pinagtibay ang dedikasyon sa seguridad ng bansa habang pinasalamatan si PBBM sa pagtaas ng budget sa 2026

Pinasalamatan ng Armed Forces of the Philippines (AFP) at Philippine National Police (PNP) si Pangulong Ferdinand R. Marcos Jr. sa karagdagang pondo sa ilalim ng 2026 General Appropriations Act (GAA), kasunod ng pag-apruba ng Pangulo sa PhP6.793 trilyon na pambansang budget.

Nagpasalamat din ang dalawang institusyon sa Department of Budget and Management (DBM) gayundin sa Senado at Kamara sa kanilang papel sa pagbalangkas ng nasabing batas sa budget.’

Sa isang press briefing sa Malacañang nitong Miyerkoles, tiniyak ni AFP Deputy Chief of Staff Lt. General Rommel P. Roldan sa publiko na patuloy ang serbisyo at sakripisyo ng mga men at women in uniform upang mapanatili ang kapayapaan at seguridad ng bansa.

“Mula sa Sandatahang Lakas ng Pilipinas, sa pangkalahatan partikular sa aming Chief of Staff General Romeo S. Brawner Jr., nais kong ipahatid on behalf of your Filipino soldiers ang amin pasasalamat sa pamahalaan sa pamumuno ng ating Pangulong Ferdinand R. Marcos Jr.,” ani Roldan.

Kinikilala rin ni Roldan ang ginawang pagpapasa ng pambansang budget ng mga mambabatas, kung saan mataas ang inaprub na alokasyon sa mga ahensya ng gobyerno, partikular na para sa AFP basic pay at subsistence allowance.

“Nais ko pong ibigay ang assurance na patuloy ang inyong Sandatahang Lakas na magbibigay, magsasakripisyo para sa ating bayan,”dagdag pa niya.

Binigyang-diin ni Roldan na ang pagtaas ng budget ay pagkilala sa sakripisyo ng mga sundalo at kanilang pamilya, at magsisilbing inspirasyon upang lalo pang pagbutihin ang kanilang tungkulin bilang kasundaluhan.

“Ito rin ay pagkilala sa sakripisyo namin at ng aming pamilya. Dahil rito, alam po ninyo naman na patuloy na propesyunal ang Sandatahang Lakas ng Pilipinas. At ito ay patuloy na magbibigay inspirasyon sa amin upang gawin nang mas mabuti, patuloy na ang amin pong role bilang inyong kasundaluhan,” ani Roldan.

Si PNP Acting Chief Lt. General Jose Melencio C. Nartatez Jr. naman ay nagpahayag ng pasasalamat sa Pangulo sa pag-apruba ng budget, sa Kongreso sa pagpasa nito, at kay Department of the Interior and Local Government (DILG) Secretary Juanito Victor “Jonvic” Remulla sa kanyang paggabay sa pagpapatibay ng mga programa ng PNP para sa kapayapaan, kaligtasan ng publiko, at mabuting pamamahala.

Sinabi ni Nartatez na tumaas ng 10 porsyento ang budget ng PNP, mula PhP205 bilyon noong nakaraang taon tungo sa PhP226 bilyon ngayong taon.

“Rest assured that this budget that corresponds to the various programs, activities and projects of the PNP will be geared towards building a safer community and a better police service for all Filipinos,” ani Nartatez.

Binigyang-diin niya na nananatiling nakatuon ang PNP sa kanilang adyenda ng reporma sa ilalim ng panawagan na, “Bagong PNP para sa Bagong Pilipinas. Serbisyong Mabilis, Tapat at Nararamdaman.” | PND

Wanted, timbog sa Bacoor CCPS

TIMBOG sa mga tauhan ng Bacoor Component City Police Station ang isang City Level Most Wanted Person kamakailan.

Naaresto ang akusado na kilala sa alyas na Jole, residente ng Bacoor City, Cavite, dakong alas-5:18 ng hapon nitong Enero 14 sa naturang lungsod.

Inaresto ang akusado sa bisa ng warrant of arrest para sa kasong paglabag sa Section 11 Article ll of RA9165 na inisyu noong Disyembre 18, 2025 ng Presiding Judge ng Regional Trial Court, Branch 110, Bacoor City, Cavite.

MWP ‘nadamba sa Tanza

PINANGUNAHAN ng mga tauhan ng Silang Municipal Police Station ang ikinasang joint police operation na nagresulta sa pagkakasakote sa isang regional-level most wanted person kamakailan sa Tanza, Cavite.

Ang akusadong si alyas Orly, residente ng Tanza, ay naaresto dakong alas-4:00 ng hapon sa naturang bayan nitong Enero 13.

Inaresto ang naturang akusado sa bisa ng warrant of arrest para sa kasong qualified theft (Article 310 in relation to Article 308 of the Revised Penal Code) na inisyu noong August 6, 2014 ng Regional Trial Court, Branch 18, Tagaytay City, Cavite, na walang piyansang inirekomenda.

Nagsilbing lead unit sa nasabing operasyon ang Silang MPS katuwang ang Provincial Intelligence Team Cavite, Regional Intelligence Unit 4A, at 401st Alpha Maneuver Company, RMFB 4A, gamit ang Alternative Recording Device.
