Legarda: Reporma sa buwis, ginhawa sa pamilya, pananagutan sa pamahalaan
Binigyang-diin ni Senator Loren Legarda na ang mga reporma sa buwis ay dapat maghatid ng ginhawa sa mga pamilyang Pilipino habang tinitiyak ang pananagutan sa paggastos ng pamahalaan. Iginiit niya na ang mawawalang kita mula sa tax cuts ay maaaring mabawi sa pamamagitan ng pagtugon sa korapsyon, na mas malaki ang nilalamang yaman kaysa sa halaga ng mga reporma.
Noong Martes, Marso 17, inilahad ni Legarda sa kanyang privilege speech ang tatlong panukalang batas sa reporma sa buwis: Senate Bill No. 1851, Senate Bill No. 1857, at Senate Bill No. 1963, na naglalayong pababain ang presyo ng pagkain, gamot, at kuryente para sa karaniwang sambahayan.
“Ang halagang mawawala sa mga tax cuts na ito ay mas mababa pa sa kabuuang nalilimas ng korapsyon tulad na lang ng mga anomalya sa flood control projects na umabot sa trilyong piso,” pahayag ni Legarda.
Ipinaliwanag niya na bagama’t ang buwis ang lifeblood ng Estado, ito ay naging dagdag na pasanin para sa mga minimum wage earners at low-income families. Kamakailan, umabot sa 2.4 porsyento ang inflation, dulot ng 1.8 porsyentong pagtaas sa presyo ng pagkain at non-alcoholic beverages, na lalo pang pumipiga sa badyet ng mga pamilya.
“Hindi mapapatakbo ang isang bansa kung walang buwis na kinokolekta mula sa mga mamamayan. Ngunit kung ang buwis ay halos sinasaid na ang bulsa ng ordinaryong Pilipino, hindi na lifeblood ang tawag dito, dagdag pagdurusa na,” saad ni Legarda.
Sa ilalim ng Differentiated VAT Rates Act, ipinanukala ang pagbaba ng VAT sa 10 porsyento para sa mga pangunahing produkto at serbisyo, habang nananatili ang 12 porsyento para sa mga luho gaya ng mamahaling sasakyan, real estate, sigarilyo, vape, at alak.
“Hindi dapat i subsidize ng minimum wage earner ang lifestyle ng may kaya,” pahayag ni Legarda.
Kasama sa Murang Bilihin at Serbisyong Medikal Act ang pagtanggal ng VAT sa mga pangunahing bilihin, gamot, at serbisyong medikal. Sakop nito ang exemptions para sa over-the-counter medicines, first aid supplies, canned goods, cooking oil, instant noodles, sabon, at professional medical services.
“Kaya naman, nararapat lang na wakasan ang pagpapataw ng buwis sa mga basic commodities para sa ating mga kababayan,” saad ni Legarda.
Ang ikatlong panukala ay naglalayong alisin ang VAT sa mga singil sa kuryente gaya ng Systems Loss at Lifeline Rate Subsidy, na ayon kay Legarda ay hindi dapat buwisan dahil ito ay subsidies na pasanin na ng mga konsumer.
“Maganda ang adhikain, ngunit mali na tumulong ka na, nabuwisan ka pa,” saad ng Senadora.
Ipinaliwanag ni Legarda na ang lahat ng panukalang ito ay inihain sa ilalim ng normal na kalagayan ng bansa dahil naniniwala siyang matagal nang dapat ipatupad ang mga pagbawas at exemptions.
“Mr. President, ang isang minimum wage worker ay nagbabayad ng buwis araw araw. May VAT sa halos lahat ng binibili niya. Buwan-buwan, lumiliit ang suweldong dapat sana ay buo niyang maiuuwi sa pamilya. Tanggapin na natin na ang kasalukuyang tax system ay regressive. Mas malaking proporsyon ang kinukuha nito sa mahihirap, kaysa sa mayayaman,” paliwanag ni Legarda.
Hinimok pa niya ang kanyang mga kasamahan na isulong ang komprehensibong reporma sa buwis na nakabatay sa equity.
“Tayong mga nandito sa bulwagang ito ay dapat talakayin nang masinsinan ang usaping comprehensive tax reform, hindi bilang isang sukatan ng kita, kundi batayan ng equity sa ating lipunan,” ayon sa Senadora.
Binigyang-diin ng apat na termino na senador na dapat ding harapin ng pamahalaan ang pananagutan.
“Panahon na para tanggalin sa mga Pilipino ang pasaning ito at harapin ng pamahalaan ang pagsasaayos ng sarili nitong paggastos at integridad,” aniya.
Nanawagan si Legarda para sa agarang pagpasa ng kanyang mga panukala bilang tulay tungo sa tunay na pagbabago at konkretong ginhawa sa antas ng sambahayan.
“Ang tanging hinihingi ng taumbayan ay ginhawang ramdam, pagbabago sa presyong nakikita sa resibo, at patakarang may pakinabang sa hapag kainan, hindi lang sa macroeconomic report,” pagtatapos ni Legarda.

The Philippine Statistics Authority (PSA) Region IV-A, in coordination with the Local Government Unit of Taysan, Batangas, conducted a Mobile Registration Activity on March 16, 2026, at the Municipal Hall of Taysan.
The activity was made possible through the coordination and support of the Local Civil Registry Office of Taysan, headed by OIC Jenelyn P. Mercado. The initiative aimed to bring PSA services closer to the community, making it more convenient for residents to request and secure their civil registry documents without the need to travel to Lipa City or other service centers.
Through the Civil Registry System (CRS) Mobile Outlet, residents were able to access on-site processing and issuance of PSA copies of birth, marriage, and death certificates, as well as Certificates of No Marriage (CENOMAR). Residents from various barangays of Taysan benefited from the accessible and efficient services provided during the activity.
Through this initiative, the Philippine Statistics Authority reaffirmed its commitment to delivering timely, accurate, and reliable civil registry services, in line with its mission to make civil registration accessible to all Filipinos.

“I can’t thank enough Sec. Solidum for what they have done for our people here in Cagayan. I think this is a big lead to where they are now, considering that we will be using technology, robots, and artificial intelligence in providing information for our farmers to be able to produce more,” Gov. TUGUEGARAO CITY — The Department of Science and Technology (DOST), in partnership with the Provincial Government of Cagayan, formally launched the Cagayan Innovation Hub, the SARAI Provincial Hub, and the SciTech Philippines Awards on March 16, 2026, strengthening efforts to promote innovation, data-driven governance, and climate-resilient agriculture in the province.
The initiative is anchored on Project SARAI and aims to position Cagayan as a model for smart and sustainable provincial development by integrating science, technology, and innovation into local planning and economic growth.
Leading the launch was DOST Secretary Renato U. Solidum Jr., who highlighted the province’s strong partnership with the national government in advancing innovation-driven development. Innovation hubs are envisioned as spaces where students, researchers, startups, and communities collaborate to transform ideas into practical solutions and technology-based enterprises.
At the center of the initiative is the Cagayan Innovation Hub, which will serve as a platform for enterprise incubation, modernization of micro, small, and medium enterprises (MSMEs), and collaborative innovation. The facility will connect industry, academe, and government to provide mentoring, technical support, and digital transformation opportunities for entrepreneurs and emerging enterprises in the province.
Supporting this effort is the Cagayan Decision Intelligence Center, a facility designed to strengthen local governance through real-time analytics and integrated data systems. The center enables provincial leaders to make evidence-based decisions, improve resource allocation, and respond more effectively to development and disaster-related challenges.
Meanwhile, the SARAI Regional Hub brings science-based agricultural information closer to farmers. Through satellite data, climate modeling, crop forecasting, and suitability analysis, the hub delivers localized advisories on crop selection, planting schedules, and risk management to help farmers improve productivity and adapt to climate variability.
The initiative comes as the Philippines continues to face increasing climate risks. The country experiences around twenty tropical cyclones annually, with the agriculture sector accounting for more than sixty percent of disaster-related economic losses. In provinces like Cagayan, where agriculture remains a primary economic driver, these challenges directly affect rural livelihoods and food security.
Cagayan Governor Edgar Aglipay acknowledged the initiative as a major opportunity to strengthen local enterprises and bring innovation directly to farming communities.
DOST Undersecretary for Regional Operations Sancho A. Mabborang and Virginia G. Bilgera also emphasized the strong collaboration between DOST and its partners in advancing the initiative, noting that the hubs are expected to help transform various sectors and industries in the region through science, technology, and innovation.
Together, the facilities support the vision of ONE Cagayan D.R.I.V.E.S. Quezon City, Philippines — The Philippine Movement for Climate Justice (PMCJ) vehemently reacts to the Department of Agriculture (DA) for allowing farmland conversion for renewable energy and socialized housing projects. The climate justice group states that the DA is creating another layer of problems on top of the climate crisis mess.
The DA described the exemption as a “limited carve-out” intended to balance competing national priorities, allowing critical energy and housing developments to proceed while maintaining restrictions on most farmland conversions.
“Secretary Laurel is killing Philippine agriculture and the food source of many Filipinos. From being accused of negligence for its failure to protect the 15-km municipal waters from destructive commercial fishing vessels, it has now found a stupid reason to justify the annihilation of the country’s ailing agriculture. PMCJ strongly rejects this idea from the DA and warns Secretary Laurel that this is a criminal act,” said Laica Rayel, PMCJ senior campaigner for Food, Land, Water, and Climate (FLWC).
Rayel emphasized that under Philippine law, specifically Republic Act (RA) No. 6657 (Comprehensive Agrarian Reform Law), “illegal conversion” is a defined crime prosecuted by the Department of Agrarian Reform (DAR) and the Department of Justice (DOJ).
Rayel says Secretary Laurel needs to be educated about climate change. While many countries are protecting their agriculture in anticipation of intense climate change impacts, the DA Secretary intentionally pushes us to vulnerability. Studies show that Philippine agriculture is already in a precarious situation due to climate change.
A series of strong weather events, like the recent parade of typhoons, has caused huge losses and destruction to agricultural production. Compounding this is a study of a Philippine agricultural policy institute that shows irrigated rice lands are particularly vulnerable to conversion due to urban expansion. The study emphasized that agricultural land in Tarlac has decreased due to the conversion of land into solar power farms.
“Researchers discovered that from 2017 to 2022, agricultural lands in Tarlac decreased by around 50 percent. This is not how a just, rapid, and equitable transition to renewable energy (RE) system should be done,” Rayel stressed.
PMCJ senior RE officer Edwin Tesaluna highlights the Department of Energy’s endorsement of a floating solar project in Laguna de Bay last year, and how it made fisherfolk’s livelihood collide with our RE transition.
“One of the core reasons why we emphasize that it should be a ‘just’ RE transition and not just a plain RE transition, is we can’t compromise other sectors’ interests, let alone the marginalized communities, for the sake of RE transition. Not only are our farmers and fisherfolk responsible for securing our food, but they’re also taking the frontlines in our fight for climate justice and the protection of land for food and agriculture. We call on farmers and fisherfolk to exercise their collective strength and pressure the DA to recall the order and to install and implement policies to protect the marginalized from further misery,” said Tesaluna.
In the country’s National Adaptation Plan (NAP), possible key provisions that indirectly support land conversion for RE and housing can be found. Those provisions on strategic land-use planning, RE transition, and climate-resilient settlements provide policy space that can be used to justify controlled land conversion for RE and socialized housing projects.
“The government is consistent with its lip service on the ‘whole-of-government’ approach to climate action, RE transition, food security, and many others, but remains business-driven. Because it is protecting big business, it violates the common interest and feasts on policies that destroy the planet and the people. This has to be stopped immediately. We need a government that understands the climate crisis and prepares the people on how to survive the impacts,” Rayel ended.
The Provincial Government of Cavite through the Office of the Provincial Public Employment Service Manager (OPPESM) successfully conducted Cavite Career Caravan on March 11, 2026 at The Porta Mall in the Municipality of General Mariano Alvarez (GMA), Cavite, providing employment opportunities to hundreds of jobseekers in the area.

Pormal nang nilagdaan ang isang makasaysayang Memorandum ng Unawaan (MOU) sa pagitan ng Komisyon sa Wikang Filipino (KWF) at Limay Polytechnic College (LPC) noong 27 Pebrero 2026 upang itatag ang Sentro ng Wika at Kultura (SWK) sa loob ng institusyon.
Ang naturang pagtitipon ay itinuturing na kauna-unahang lagdaan ng MOU na isinagawa sa isang opisina ng KWF na matatagpuan sa Harvester, Cubao, Lungsod Quezon.
Pinangunahan ni Atty. Marites A. Barrios-Taran, Tagapangulo ng KWF, ang seremonya kasama ang Pangulo ng Limay Polytechnic College na si Dr. Elmer B. De Leon. Layunin ng kasunduan na paigtingin ang pagpapalaganap, pagpapaunlad, at preserbasyon ng wikang Filipino at mga katutubong wika sa lalawigan ng Bataan sa pamamagitan ng akademikong pagtutulungan.
Bilang bahagi ng implementasyon ng kasunduan, itinalaga si Bb. April R. Cruz bilang direktor o tagapanguna ng bagong tatag na Sentro ng Wika at Kultura sa loob ng LPC. Inaasahang magsisilbi ang SWK bilang katuwang ng KWF sa mga pananaliksik, seminar, at mga gawaing pangwika sa rehiyon.

Pormal nang nilagdaan ng Komisyon sa Wikang Filipino (KWF) at Tarlac State University (TSU) ang Memorandum ng Unawaan (MOU) noong 4 Marso 2026, sa Bulwagang Romualdez ng KWF.
Layunin ng MOU na paigtingin ang kolaborasyon sa pagpapaunlad, pagpapalaganap, at preserbasyon ng wikang Filipino at iba pang mga wika ng bansa, partikular na sa loob ng akademikong komunidad.
Binuksan ang programa sa isang bating pagtanggap mula kay Fultaym Komisyoner Benjamin M. Mendillo, Jr., ang kinatawan sa Wikang Ilokano ng KWF.
Nagbigay ng mensahe si Tagapangulo Atty. Marites A. Barrios-Taran ng KWF ukol sa kritikal na kalagayan ng wikang Abëllën, na batay sa datos ng KWF sa Sigla ng Wika, ang Abëllën ay kasalukuyang nasa Grado 4 o “Di-ligtas” (Unsafe).
Ipinaliwanag ni Barrios-Taran na bagaman ginagamit pa ang wika ng ilang bata sa lahat ng domeyn, ang kabataan ay gumagamit na lamang nito sa mga limitadong pagkakataon. Sa ilalim ng Salik 3 (Proporsiyon ng mga Ispiker), ang wika ay nasa antas na “Tiyak na Nanganganib” (Definitively Endangered).
“Ang liit ng bilang ng mga ispiker kompara sa kabuoang populasyon ay isang malakas na hudyat na kailangan natin ng mabilis na aksiyon. Ang ating paglalagda sa MOU na ito ay hindi lamang pormalidad, ito ay isang pagsagip sa isang nanganganib na kultura,” dagdag pa niya.
Ipinahayag naman ni Dr. Erwin P. Lacanlale ang kahandaan ng Tarlac State University na isulong ang mga probisyon ng MOU at isabuhay ang pagpapahalaga sa pambansang wika sa kanilang kampus.
Nagtapos ang programa sa pangwakas na mensahe ni Fultaym Komisyoner Carmelita C. Abdurahman, Kinatawan ng Wikang Samar-Leyte. Hinikayat niya ang parehong panig na huwag hayaang manatili lamang sa papel ang lagdaan, kundi magbunga ito ng mga kongkretong aksiyon at proyekto para sa kapakanan ng mga mag-aaral at ng sambayanang Pilipino.
Isinagawa ang isang mahalagang courtesy call ng Tagapangulo ng Komisyon sa Wikang Filipino (KWF), Atty. Marites A. Barrios-Taran, noong 26 Pebrero 2026 sa tanggapan ni Hon. Emmanuel M. Abonado, DVM, Municipal Mayor sa MLang Town Hall sa MLang, Cotabato.
Kasama ni Atty. Barrios-Taran si Dr. Carmelita C. Abdurahman, Fultaym Komisyoner ng KWF, sa pagbisitang ito upang palalimin ang ugnayan ng ahensiya at lokal na pamahalaan.
Sa ginanap na pulong, tinalakay ang mga kasalukuyan at hinaharap na proyekto ng KWF sa layuning mas mapalaganap at mas mapalakas ang paggamit at pagtangkilik sa wikang Filipino sa mga komunidad. Binanggit ni Atty. Barrios-Taran ang kahalagahan ng wikang Filipino bilang susi sa pambansang pagkakakilanlan, lalo na sa panahon ng mabilis na globalisasyon na madaling malimutan ang sariling kultura at wika.
Pinuri ni Mayor Abonado ang mga adhikain ng Komisyon, at ipinahayag niya ang buong suporta ng munisipyo sa mga programa ng KWF na sumusuporta sa edukasyon at pagpapalawak ng kaalaman tungkol sa wikang Filipino. Dagdag pa niya, ang kanilang tanggapan ay handang makipagtulungan upang isulong ang mga gawain na magpapalago ng kamalayan at pagmamalasakit sa wikang pambansa.
Bukod sa usapin ng wika, tinalakay din ang potensiyal na kolaborasyon sa pagitan ng KWF at lokal na pamahalaan sa mga programa na magpapalawak ng partisipasyon ng iba’t ibang sektor ng komunidad sa mga seminar, workshop, at iba pang aktibidad na may layuning mapanatili at mapagyaman ang wikang Filipino sa kabataan at malawak na populasyon.
Ang pagbisitang ito ay bahagi ng mas malawak na kampanya ng Komisyon sa Wikang Filipino upang maseguro ang aktibong papel ng wikang Filipino sa edukasyon, pamahalaan, at pang-araw-araw na pamumuhay ng mga Pilipino. Kinikilala rin ng KWF ang malaking papel ng mga lokal na pamahalaan bilang katuwang sa pagpapaigting ng mga programa sa wika at kultura sa kanilang nasasakupan.
LIPA CITY, Batangas – Umakyat sa 2.4 percent ang headline inflation sa rehiyon ng CALABARZON nitong Pebrero 2026, ayon sa ulat ni Philippine Statistics Authority (PSA) CALABARZON Regional Director Charito C. Armonia sa ginanap na pulong balitaan nitong Huwebes, ika-12 ng Marso 2026.
Ito ay mas mataas kumpara sa inflation ng rehiyon noong Enero 2026 na nasa 2.3 percent at 2.1 percent noong Pebrero 2025. Sa kasalukuyan, ang average inflation mula Enero hanggang Pebrero 2026 ay nasa antas na 2.3 percent.
Ang pangunahing dahilan ng mas mabilis na pagtaas sa pangkalahatang presyo ng mga kalakal at serbisyo sa rehiyon nitong Pebrero 2026 kumpara noong Enero 2026 ay ang mas mabilis na pagtaas ng presyo ng Restaurants and Accommodation Services na may 6.4 percent inflation. Ito ay may 77.3 percent share sa pagtaas ng pangkalahatang inflation sa rehiyon.
Sinundan ito ng Recreation, Sport and Culture (5.6 percent) at Transport (0.0 percent).
Sa mga pangkat ng pagkain sa CALABARZON, nagpakita ng mas mabilis na pagtaas ng presyo ang Mais (5.4 percent); Flour, Bread and Other Bakery Products, Pasta Products, and Other Cereals (3.2 percent); Fish and other seafood (7.7 percent), partikular dito ang dilis; at Gatas, Dairy Products at Itlog (1.6 percent), partikular dito ang powdered milk. Nagtala naman ng pagtaas ng presyo mula sa dating pagbaba nitong Enero ang mga Gulay, Tubers, at Cooking Bananas na nasa 1.7 percent inflation, partikular ang sibuyas.
Sa kabilang dako, bumagal ang pagtaas ng presyo sa ilang bilihin tulad ng Oils and fats (12.7 percent); Fruits and nuts (1.3 percent) tulad ng saging; Sugar, Confectionery and Desserts, partikular ang sorbetes (0.9 percent); at Ready-Made Food and Other Food Products not elsewhere classified (2.2 percent), gaya ng spaghetti sauce.
Nagtala naman ng pagbaba ng presyo nitong Pebrero 2026 mula sa pagtaas nitong Enero 2026 ang Meat and Other Parts of Slaughtered Land Animals tulad ng karne ng baboy, na may -2.4 percent inflation, habang ang Bigas ay nagtala ng mas mabagal na pagbaba ng presyo sa antas na -4.9 percent inflation.
Pagdating sa mga lalawigan at Highly Urbanized Cities (HUC) sa CALABARZON, limang lugar ang nagtala ng mas mataas na inflation rates kumpara noong Enero: ang Laguna (3.9 percent), Rizal (2.8 percent), Quezon (1.7 percent), Batangas (1.2 percent), at Lungsod ng Lucena (0.6 percent). Tanging ang Cavite ang nagtala ng mas mababang inflation rate na nasa 2.0 percent.
Samantala, naitala sa 76 sentimo nitong Pebrero 2026 ang purchasing power of peso (PPP) o halaga ng piso kumpara sa halaga nito noong 2018.
LUNGSOD NG MALOLOS – Kasabay ng pagdiriwang ng Pambansang Buwan ng Kababaihan, pormal na binuksan ng Pamahalaang Panlalawigan ng Bulacan ang Women and Children Protection Unit sa Bulacan Medical Center noong Marso 11.
Hangad ng bagong tayong pasilidad na makapagbigay ng specialized medical care, psychological support, at coordinated social services sa kababaihan at mga batang nakaranas ng pang-aabuso, pagsasamantala, trafficking, at iba pang uri ng karahasan.
Binigyang-diin ni Gobernador Daniel R. Fernando ang pangako ng Pamahalaang Panlalawigan na protektahan ang mga mahihina, lalo na ang kababaihan at mga bata.
“Ang pagbubukas ng Women and Children Protection Unit ay isang konkretong hakbang sa pagtiyak na ang mga biktima ng pang-aabuso ay hindi naiiwanang nag-iisa sa kanilang pakikibaka. Ang pasilidad na ito ay nagsisilbing aming pangako na ang Pamahalaang Panlalawigan ng Bulacan ay patuloy na poprotektahan ang dignidad, kaligtasan, at mga karapatan ng bawat babae at bata,” anang gobernador.
Ayon sa Pinuno ng WCPU na si Dr. Jose Emiliano T. Gatchalian, idinisenyo ang pasilidad hindi lamang para protektahan ang mga biktima kundi upang masiguro ang tamang interbasyon sa mga indibidwal na kasangkot sa pang-aabuso, na kinikilala na ang ilang mga salarin ay nakaranas rin ng trauma.
Samantala, ipinaliwanag ni Dr. Violeta M. De Guzman na bukas ang center 24 oras sa isang araw, pitong araw isang linggo, upang masiguro na lahat ng biktimang darating sa ospital ay makatatanggap ng agarang nararapat na kalinga.
Ang mga pasyenteng may pisikal na pinsala ay paunang gagamutin sa emergency room ng ospital bago ilipat sa protection unit, kung saan bibigyan sila ng karagdagang medikal, sikolohikal, at sosyal na interbasyon ng mga sinanay na tauhan.
