KAUNA-UNAHANG PANDAIGDIGANG KOMPERENSIYA AT EKSIBIT SA MGA INOBASYON SA ASYA-PASIPIKO SA PILIPINAS

Ang Pilipinas ay nagtakda ng sentro sa pandaigdigang ekosistema ng inobasyon habang ito ay gumanap bilang host ng 1st International Conference and Exposition on Innovations (ICE on I), sa ilalim ng kampanyang banner na “PHILIPPiNEXT” na ang ibig sabihin ay “International Exposition of Technologies ng Pilipinas.”

Ito ay sa pag-oorganisa ng Kagawaran ng Agham at Teknolohiya –Teknolohiya ng Aplikasyon at Institusyon ng Pagtulong (DOST-TAPI) sa pakikipagtulungan ng Asian at Pacific Centre for Transfer of Technology (APCTT), na ginanap mula Hulyo 14 hanggang 17, 2025, sa Okada Manila sa Lungsod ng Parañaque.

Ayon sa pag-apruba ng Kagawaran ng Ugnayang Panlabas, Republika ng Pilipinas, na may pondo mula sa International Commitment Fund (ICF) ng Tanggapan ng Pangulo, ang kaganapan ay naglalayong dalhin ang mga pangunahing kabilang at mga eksperto mula sa gobyerno, industriya, akademya, at pandaigdigang komunidad ng inobasyon kung saan ay kinilala ang mga mahuhusay na kasanayan at estratehiya para sa komersyalisasyon ng mga asset na intelektwal na pag-aari (IP).

Ang sub-temang “Pandaigdigang Kumperensya sa Komersyalisasyon ng mga Asset ng Karapatang Intellectual,” ay naging isang multi-sektor na plataporma upang higit pang mapalakas ang mga sistema ng inobasyon sa rehiyon at pasiglahin ang mga pambansang pakikipagsosyo, pamumuhunan, at pagkaka-align ng mga polisiya sa buong rehiyon ng Asya-Pasipiko. Pagsasara ng Inobasyon at Komersyalisasyon sa Pandaigdigang Sukat.

Ang DOST-TAPI ay malawak na kinikilala bilang pangunahing ahensya ng DOST Pilipinas sa pagsusulong at pagbebenta ng mga lokal na teknolohiya sa bansa. Patuloy na tinutulungan at sinusuportahan ng Institusyon ang mga Pilipinong mga inobador sa kanilang paglalakbay, mula sa pagbuo ng ideya hanggang sa pag-commercialize.

Bilang pambansang sentro para sa APCTT mula pa noong dekada 1990, aktibong nakipagtulungan ang DOST-TAPI sa iba’t ibang inisyatibong pampagpapalakas ng kakayahan. “Ang kaganapang ito ay isang panawagan para sa rehiyon na samantalahin ang potensyal ng intelektwal na ari-arian bilang tagapag-mana ng inklusibo at napapanatiling paglago,” sabi ni Atty. Marion Ivy D. Decena, Direktor ng DOST-TAPI at Bise-Chair ng APCTT.

Habang ang pandaigdigang ekonomiya ay lalong pinahahalagahan ang intelektwal na kapital, ang Pilipinas ay handang manguna sa mga talakayang pangrehiyon kung paano ang mga asset ng IP ay makapag-uugnay sa parehong pang-ekonomiya.

SETUP-Assisted MSMEs Undergo Regional Evaluation in Region 1

To recognize the outstanding achievements of micro, small, and medium enterprises (MSMEs) in Region 1, the Department of Science and Technology Region 1 (DOST Region 1) conducted an on-site evaluation for the Calendar Year 2025 Search for the SETUP 4.0 Awards for MSMEs and the SETUP Praise Awards from July 7 to 10, 2025.

The regional evaluation mission, covering all four provinces of Region 1, was spearheaded by the Regional Program Management Office (RPMO) of DOST Region 1, led by Assistant Regional Director for Technical Operations Ms. Racquel M. Espiritu and Ms. Adelisa Florendo, SETUP Regional Coordinator for DOST Region 1, along with RPMO support staff.

The following SETUP-assisted firms were visited and evaluated during the on-site assessment: Bakers PH from Ilocos Norte; Malakas Farm Livelihood Development Enterprises, Nutridense Food Manufacturing Corporation from Pangasinan and Jaypee’s Bakeshop from La Union – nominated for the SETUP Praise Award; Costales Ricemill from Ilocos Sur nominated for the I-Ready Award (Most Industry 4.0 Ready);NIKS Printing Shop from Ilocos Sur, which was nominated for the ICON Award (Industry 4.0 Champion of Innovation). These enterprises showcased their technological upgrades and innovations made possible through the assistance of DOST’s Small Enterprise Technology Upgrading Program (SETUP).

The evaluation process included site inspections, interviews with business owners and staff, and a thorough review of the enterprise’s innovation practices, technology adoption, productivity gains, and alignment with Industry 4.0 standards.

To ensure transparency and objectivity in the evaluation process, a panel of external evaluators was convened to join the on-site assessments. The panel was composed of Mr. Francis Gerald Amansec, Senior Economic Development Specialist; Dr. Arnelie G. Laquidan, Associate Professor V; Dr. Ismael Gurtiza, member of the Regional Technical Evaluation Committee (RTEC); Atty. Romina Boado-Cabrillos, Board Secretary VI; and Ms. Annalie L. Rosales, also a member of the RTEC. Their collective expertise contributed to a fair and comprehensive evaluation of the nominated SETUP-assisted firms.

The SETUP 4.0 Awards aim to highlight MSMEs that have demonstrated significant technological and operational improvements through DOST’s Small Enterprise Technology Upgrading Program (SETUP). The SETUP Praise Awards, on the other hand, recognize firms that have shown exceptional commitment and performance in implementing their innovative strategies.

The awardees are carefully screened and selected by the panel of evaluators, and the official representatives of Region 1 will be recognized during the upcoming CEST and SETUP Summit in August 2025. Legarda warns of massive negative impact of climate change to economy

Senator Loren Legarda today emphasized the urgency of climate action in the country, as climate change could cost the Philippines significant losses in life and in the economy.

“It previously reported that between 2014 and 2023, nearly 43 million Filipinos were displaced due to disasters. By 2030, the projected cost of productivity loss here in the Philippines from extreme heat alone could reach P466 billion annually,” Legarda pointed out during the launch of the ACT Local Programme in Sibalom, Antique.

The World Risk Index named the Philippines as the most-at-risk country due to climate change in the world for the 16th straight year, due to frequent and destructive storms.

If the country continues to display inaction in responding to the problem, climate change could wipe away 13% in the gross domestic product by 2040.

She also reminded the role of local  government units in being proactive in helping out their constituents as the point of contact during natural calamities.

Because of the difficulties in crafting a Local Climate Change Action Plan (LCCAP), the Climate Change Commission introduced the ACT Local Programme as a vital tool in facing climate threats.

“Ang pagpapatibay ng LCCAP ay isang mahalagang hakbang upang matiyak na ang Antique ay magiging mas ligtas at higit na handa sa pagtugon sa mga hamon at suliraning may kinalaman sa kalikasan,” said Legarda, who authored the Climate Change Act of 2009.

“While resources may be provided by the national government, it is equally important that actions are community-driven as solutions are proven to be more effective when grounded in the needs, experiences, and active participation of people at the local level,” she concluded.

BACOOR CITY LED BY MAYOR STRIKE B. REVILLA VISITS PHILIPPINE EMBASSY IN SOUTH KOREA

Seoul, South Korea, July 14, 2025 – Bacoor City officials led by Mayor Strike B. Revilla conducted an official visit to the Philippine Embassy in South Korea. The visit was organized by the City Government of Bacoor and aimed to pay respect, foster goodwill, and discuss the purpose of their trip to Korea.

Joining Mayor Strike were Atty. Kim Nyca Lofrangco, head of the Office of the City Legal Service. They were warmly welcomed by His Excellency Theresa Dizon-De Vega, Philippine Ambassador to the Republic of Korea, along with other embassy officials.

In a fun and energizing twist to disaster preparedness, the Provincial Government of Cavite, through the Office of the Provincial Disaster Risk Reduction and Management Officer (OPDRRMO), kicked off its observance of the National Disaster Resilience Month (NDRM) 2025 with a heart-pumping “Sayaw para sa Kahandaan: Zumba for Resilience” on July 8, 2025.

Led by the ever-active PDRRMO team, headed by Ms. Eloiza G. Rozul, OPDRRMO Department Head, the zumba session brought together representatives from various provincial offices, the Bureau of Fire Protection (BFP), and disaster advocates, proving that preparing for disasters can be both dynamic and fun.

SWAK sa magkasanib na operasyon ng Silang Municipal Police Station, PIT Cavite RIU4A (Intel Pocket) at Calapan City Police Station ang isang wanted na may kasong rape.

Ang akusadong si alyas Jonar, ay residente ng Barangay Malabag, Silang, Cavite, at kasalukuyang naninirahan sa Del Pilar, Naujan, Oriental Mindoro.

Si Jonar, na Regional-Level Most Wanted Person at nasa talaan ng PRO-4A CALABARZON, ay naaresto dakong alas-12:30 ng tanghali nitong Hulyo 15 sa Barangay Biga, Oriental Mindoro.

Inihain sa kanya ang warrant of arrest na inisyu ni Hon. Raquel Ventura Aspiras-Sanchez, Presiding Judge ng Regional Trial Court, Branch 3 (Family Court), Tagaytay City, Cavite, kaugnay ng two counts of Statutory Rape sa ilalim ng Article 266-A ng Revised Penal Code, as amended by R.A. 11848 at walang inirekomendang piyansa.

TIMBOG ang isang Regional Level Most Wanted Person kamakailan sa mga operatiba ng  Mendez Municipal Police Station.

Ang akusadong si alyas Ver, residente ng Barangay Poblacion 6, Mendez, ay nadakip sa bisa ng warrant of arrest na inisyu ng Presiding Judge RTC Branch 132, Fourth Judicial Region, Naic, Cavite, nitong Mayo 22.

Ito ay para sa kasong paglabag sa Section 11, Article II ng Republic Act 9165 (Comprehensive Dangerous Drugs Act of 2002) na kinaharap ni Ver.

Naaresto si Ver dakong alas-8:05 ng umaga nitong Hulyo 15 sa Barangay Poblacion 6, Mendez, ng mga awtoridad na sumunod sa tamang proseso ng operasyon.

Ang tatlong suspek na nasa kustodiya ng Bacoor Component City Police Station ay naharap sa kasong paglabag sa Section 4(d) ng Republic Act 10515 o ang Anti-Cable Television and Cable Internet Tapping Act of 2013.

Naaktuhan ang nasabing pamumutol ng kable ng internet sa Barangay Mambog 3, Bacoor City dakong alas-5:00 ng hapon nitong Hulyo 14.

Kabilang sa mga ebidensiyang nakumpiska ay ang cable wire na umano’y nasa 57 metro na tinatayang P66,688.97 ang halaga, isang puting Suzuki Multicab, isang extendable ladder, at assorted cutting tools.

CAVITE PPO, HANDA NA PARA SA SONA 2025

Bilang paghahanda sa nalalapit na State of the Nation Address (SONA) 2025 ni Pangulong Ferdinand R. Marcos Jr. sa darating na Hulyo 28, 2025, buong pwersa ng Cavite Police Provincial Office (PPO) sa ilalim ng pamumuno ni Police Colonel Dwight E Alegre, Provincial Director, ay nakaalerto at ganap na handa upang ipatupad ang mga kinakailangang hakbang para sa seguridad at kaayusan sa buong lalawigan ng Cavite.

Ang Cavite PPO ay kaisa ng pambansang pamahalaan sa layunin nitong tiyakin ang mapayapa, maayos, at ligtas na pagdaraos ng SONA 2025. Mahigpit ang koordinasyon sa mga lokal na pamahalaan, iba pang law enforcement agencies, at force multipliers upang mapanatili ang kaayusan sa mga lansangan, transport terminals, at mga pampublikong lugar.

Online Driver’s License Renewal System, inilunsad

OPISYAL na inilunsad ng Kagawaran ng Transportasyon  at ng Kagawaran ng Impormasyon at Teknolohiyang Komunikasyon ang Online Driver’s License Renewal System (ODLRS) ng Tanggapan ng Transportasyon sa Lupa sa Bulwagang Romeo F. Edu sa Central Office ng LTO. 

Sa press conference, sinabi ng Kalihim ng DOTr na si Vince B. Dizon na “ito ang pagsisimula ng ODLRS kasama ang DICT at LTO.” Ang ODLRS ay maa-access at available online, kasama ang pagbabayad para sa medikal na pagsusuri.

Ang medikal na sertipiko ay ibibigay ng doktor online. Ang teksto tungkol sa matagumpay na pag-renew ng lisensya ay matatanggap ng humihiling.

Sinabi ni Dizon na inutusan ng Pangulo (Pangulong Ferdinand R. Marcos, Jr.) ang DOTr at DICT na pasimplehin ang transaksyon ng publiko.

Itinuro niyang ang bayad ay maaari ring gawin online sa pamamagitan ng bangko, GCash, Maya at BDO. Ang pagsusuring medikal ay ginagawa rin online.

Sinabi ni Dizon na ang bayad sa pagpapadala ay nakasalalay sa courier tulad ng Air 21 o LBC. Idinagdag niya na anumang problema tungkol sa sistema ay maaaring ipasa sa pamamagitan ng e-gov app.

“Ang wastong e-license ngayon ay available sa e-gov app. Ito rin ay batay sa utos ng Pangulo na gawing mas madali ang lahat ng transaksyong pampamahalaan para sa publiko,” sabi ni Dizon.

Dahil ang MMDA (Metro Manila Development Authority) ang pangunahing nagpapatupad ng NCAP (No Contact Apprehension Policy), ang DOTr ay nakikipag-ugnayan na sa MMDA tungkol sa integrasyon ng pagbabayad ng mga lumabag. 

Ipinahayag naman ni DICT Secretary Henry Aguda ang pag-asa na bawat linggo ay magkakaroon ng ilulunsad na app.

Sinabi ni Undersecretary David L. Almirol, Jr., Undersecretary ng DICT para sa E-Government (Elektronikong Gobyerno), na “mayroong 75 ahensya ng gobyerno na naka-integrate na sa e-gov app sa pakikipagtulungan ng DOTr at DICT.”

“Ang Konektadong Pinoy ay nag-uudyok ng mas maraming manlalaro (mga tagapagbigay ng telecom) na magreresulta sa mas mababang gastos para sa publiko,” dagdag niya.

Sinabi ni DOTr Executive Director at Acting Assistant Secretary Atty. Greg G. Pua, Jr. na “hahanapin at ilalagay ng aplikante ang e-gov app.”

“Ang telemedicine para sa medikal na sertipiko ng aplikante ay ginagawa rin online.” “Mula sa e-gov app, ang aplikante ay pupunta sa NGA (National Government Agency), pagkatapos ay sa LTO at saka sa ODLRS application,” sabi ni Pua.

Ang elektronikong lisensya ng motorista ay available na sa e-gov app, na kasing ganda ng pisikal na lisensya.
