Coverage of Solo Parent to the National Health Insurance Program (NHIP)

Good news partner employers and members!
Starting October 2026 applicable period, qualified employed solo parents may no longer have to pay their own share of PhilHealth premium contributions.
PhilHealth Circular No. 2026-0015 on the Coverage of Solo Parents and their Children or Dependents to the National Health Insurance Program, provides that qualified solo parents in the formal sector—or those who are employed—will no longer be required to pay the employee share of their PhilHealth premium contributions, as this will be subsidized by the National Government while the employer share will still be paid by their employer.
In line with the above, kindly advise your employees to secure their Solo Parent Identification Cards (SPIC) from the Solo Parent Office (SPO) or Solo Parent Division (SPD) of their Local Government Units.
Employed solo parents must accomplish the PhilHealth Member Registration Form (PMRF) and attach a copy of the front and back portions of their valid SPIC. These documents shall be submitted to their Human Resource Department which shall issue a certification confirming their employment status. Please see attached Annex A of the Circular which shall certify that the member is a solo parent.
 
The accomplished PMRF, copy of the valid SPIC, and employer certification shall be submitted to the nearest PhilHealth office through the employer’s PhilHealth Employers’ Engagement Representative (PEER) who will coordinate with the PhilHealth Accounts Information Management Specialist (PAIMS).
 
Once processed, the employee share in the EPRS will automatically set to zero (0). The privilege for zero employee share starts from the time that the member updates their record with PhilHealth. Paid employee share from previous month shall not be refunded.
