In a proactive move to promote personal safety and preparedness among its workforce, the Provincial Government of Cavite (PGC), through the Cavite Office of Public Safety, spearheaded the Civilian Self-Defense Intro Workshop held on October 10, at the New Provincial Government Center in Trece Martires City.
The activity drew the participation of more than 100 PGC employees, who eagerly took part in the hands-on training designed to enhance awareness, confidence, and readiness in handling real-life threats or emergencies.
Leading the workshop were Ms. Yonina Colleen Chan, Mr. Ronald Bardinas, and Mr. Von Eric Ng of Krav Maga Philippines, who shared essential techniques and practical strategies rooted in Krav Maga’s principle of efficient and instinctive self-defense. The instructors guided participants through a series of drills focused on situational awareness, defensive postures, and response tactics against potential attacks, emphasizing the importance of presence of mind and quick decision-making.
The event served not only as a fitness and empowerment activity but also as a vital step in strengthening the province’s advocacy for safety and well-being among its employees. In a concerted push to strengthen HIV/AIDS response at the provincial level, the Department of Health – Center for Health Development CALABARZON (DOH-CHD CALABARZON) convened the Cavite Inter-Agency and Local HIV/AIDS Coordinators Dialogue on October 8 and 9, at Hotel Lucky Chinatown in Binondo, Manila. The two-day event brought together members of the Cavite Inter-Agency and Local HIV/AIDS Council from various municipalities and cities in Cavite, along with DOH regional and local staff, community-based organization (CBO) partners, and other stakeholders.
With the goal of fostering policy coherence, improving service delivery, and strengthening coordination among sectors, the dialogue served as a venue for updates, sharing of best practices, collaborative planning, and capacity building.
The program officially opened with the opening message from Dr. Nelson C. Soriano, Provincial Health Officer I, who commended the efforts of the participating agencies and local government representatives. He emphasized the importance of strong coordination, shared responsibility, and evidence-based interventions in addressing the growing HIV challenge in Cavite.
Mr. Glenn Philson Madronio, HIV Program Manager, delivered a comprehensive update on the state of the regional HIV/AIDS program. He presented recent epidemiological data, progress on testing and treatment uptake, gaps in geographic coverage, and challenges in linkage to care and retention.
Atty. Jhonna Joy V. Hernandez of the Initiatives for Dialogue and Empowerment through Alternative Legal Services (IDEALS, Inc.) led a session on the local legal and regulatory framework for HIV/AIDS programs. She discussed the HIV/AIDS Local Policy Ordinance, the functions of the Local AIDS Council, and the elimination of stigma and discrimination. Her presentation emphasized the importance of institutionalizing HIV services at the municipal level through the formulation of local ordinances aligned with Republic Act No. 11166 (Philippine HIV and AIDS Policy Act of 2018). She also highlighted the role of Local AIDS Councils in ensuring effective program implementation and promoting a supportive, stigma-free community.
Following her presentation, participants engaged in group workshops to translate the legal and policy concepts into actionable strategies. Among the key thematic areas were refining the standardized referral system, addressing communication challenges, and identifying ideal practices to improve coordination and strengthen local HIV/AIDS responses.
Mr. Symsom Maquera presented the latest developments in CBO-led outreach efforts. He highlighted successes in peer-led testing, linkages to care, targeted interventions in key populations, challenges in sustainability, and proposals for strengthening support systems and partnerships with local governments.
Ms. Haydelisa Maderazo, Provincial HIV Coordinator, delivered the accomplishment report of the Office of the Provincial Health Office which covered service delivery milestones, facility expansions, training initiatives, integration of HIV services into primary health care, and coordination with LGUs and partner agencies.
Meanwhile, Ms. Rhea Shiela Romero, Senior Technical Specialist, presented an update on the procurement strategies for HIV facilities, highlighting the ongoing efforts to ensure the timely and efficient delivery of essential medical supplies and commodities to support uninterrupted service delivery in health facilities.
The presence of Dr. Joselito R. Feliciano, Executive Director of the Philippine National AIDS Council, added more significance to the event. He provided an overview of the country’s HIV Prevention Roadmap 2025–2030 and shared insights on the national government’s strategic direction in addressing the rising number of HIV cases in the Philippines.
In his closing address, Mr. Glenn Philson Madronio thanked all participants for their active engagement and reaffirmed the DOH’s commitment to supporting local HIV response. He urged continuous collaboration, policy support, and timely implementation of the action plans drafted during the dialogue.
One of the major outputs of the two-day dialogue was the commitment of each LGU to formulate its own HIV/AIDS Ordinance to serve as the legal backbone for implementing local HIV programs, ensuring sustainability, and enhancing rights-based approaches in addressing the epidemic.
To ensure legal soundness and alignment with national frameworks, the drafted ordinances will be reviewed and validated by IDEALS, Inc., a recognized partner organization providing technical assistance on governance and policy development.— OPIO
The Cavite Career Caravan continues to bring employment opportunities closer to Caviteños as it made its stop at the Gen. Emilio Aguinaldo Town Plaza on October 10, through the initiative of the Office of the Provincial Public Employment Service Manager (OPPESM) headed by Ms. Rizalie P. Enero.
The activity provided job seekers with a convenient venue to explore local and overseas employment opportunities, with around 60 applicants participating in the event. Out of these, eight applicants were hired on the spot, a testament to the program’s effectiveness in linking job seekers with employers.
Gen. Emilio Aguinaldo Mayor Dennis Glean, together with the Sangguniang Bayan members, graced the event and expressed their appreciation to the Provincial Government of Cavite for its continued efforts to create livelihood opportunities and strengthen employment support services across the province.
Also present were national agencies and partner institutions with programs and services related to employment, further assisting applicants with job matching, documentation, and career guidance.

In its continuing effort to promote accessible healthcare for every Caviteño, the Provincial Government of Cavite (PGC) through the Office of the Provincial Governor – Medical Mission Team, in partnership with the Office of the Provincial Health Officer (OPHO), conducted a medical and dental mission in Barangay Cabuco, Trece Martires City on October 7.
The health outreach activity catered to around 500 beneficiaries, who availed themselves of various free health services including medical and dental consultations, tooth extraction, X-ray, and ECG. Beneficiaries also received free prescribed medicines, ensuring that residents not only received proper diagnosis but also the necessary treatment and medication.
The medical mission was made possible through the dedicated service of healthcare professionals from the OPHO and the Provincial Medical Mission Team, with the assistance of barangay health workers and volunteers.

To support the province’s agricultural sector and promote value-adding in local produce, the Office of the Provincial Cooperatives Development Officer (OPCDO) spearheaded the “Livelihood on the Go” training on Fruit Processing on October 7, held at the Office of the Provincial Agriculturist (OPA) Compound in Trece Martires City.
The hands-on training gathered more than 40 farmers from various municipalities of Cavite, who were eager to learn practical techniques in processing fruits into marketable products aimed at increasing income opportunities and reducing post-harvest losses.
Ms. Myrachel P. Cuadra, OIC of the OPCDO, and OPA Head, Engr. Anna Pamela Cruz graced the event and delivered their messages of support, emphasizing the Provincial Government’s continuing commitment to empower Caviteños through sustainable livelihood and entrepreneurship initiatives.
Meanwhile, Ms. Sheryl Loyola, OPCDO – Livelihood Division Head, discussed the various programs and services of the OPCDO designed to assist farmers, cooperatives, and micro-entrepreneurs in developing livelihood ventures and enhancing product competitiveness.

The Philippine Statistics Authority (PSA) led the 2024 Provincial Product Accounts (PPA) Dissemination Forum held on October 14, 2025 at The Bayleaf Hotel, City of General Trias, Cavite, bringing together representatives from the public and private sectors to discuss the province’s economic standing and development trajectory.
The forum served as an avenue to present the most recent official statistics on Cavite’s economic performance, providing stakeholders with crucial insights into the province’s growth trends, key industries, and contribution to the regional economy. The data, gathered through the PPA system, offers a detailed picture of economic activities at the provincial level—an essential reference for policymakers, planners, and investors in shaping strategies that promote inclusive and sustainable development.
In a recorded message, Regional Director Charito C. Armonia of PSA Region IV-A highlighted the role of the PPA as a reliable instrument in assessing local economic conditions and progress. She emphasized that accurate and timely data empower leaders to design evidence-based policies that directly address the needs of their communities. Meanwhile, Mr. Claire Dennis S. Mapa, National Statistician and Civil Registrar General, in his message, expressed appreciation to the participating stakeholders for their continuous support in the implementation of the Provincial Product Accounts initiative, noting that collaboration remains key in improving the quality and accessibility of local statistics.
The highlight of the event was the presentation of the Gross Domestic Product (GDP) of the Province of Cavite delivered by Ms. Raquel C. Ronario, OIC of PSA Cavite, which showcased the province’s sustained economic growth from 2022 to 2024 across all major industries.
Representing the Office of the Provincial Planning and Development Coordinator (OPPDC), EnP Gela Rushane S. Sale, Project Evaluation Officer II, attended the forum on behalf of EnP Engr. Lorna Leyran, OPPDC Head.
In her presentation of the Statement on the Economic Performance of Cavite, Ms. Sale reported that the province’s Gross Domestic Product (GDP) continued its upward trajectory from 2022 to 2024, with growth recorded across all major industries. The Services sector remains the key driver of Cavite’s economy, while the Agriculture sector posted a remarkable 6.67 percent growth, signaling a strong recovery.
She attributed this performance to the shared efforts of the Provincial Government and its city and municipal partners, guided by the vision of making Cavite a haven for industries, a province of abundant resources, and a place of boundless opportunity—where people and businesses thrive under sound governance and a safe, progressive environment.
An engaging open forum followed the presentations, where participants had the opportunity to clarify technical points, discuss data interpretation, and exchange insights on how statistical information can be maximized for economic planning and project development. The interactive session underscored the collective goal of fostering data-driven governance at the provincial level.
Concluding the activity, Ms. Liberty Q. Jacob, Senior Statistical Specialist of PSA Cavite, delivered the closing remarks, expressing gratitude to all attendees for their active participation and commitment to evidence-based policymaking. Sinabi ng negosyante at dating Gobernador ng Ilocos Sur na si Luis “Chavit” Singson na dapat iisa lamang ang salita ng lahat, na binanggit na naguguluhan na ang mga tao ngayon.
“Sa ngayon, hirap tayong umunlad kung ganito ang paraan ng pamahalaan sa pamamahala na ililihis lamang nila ang isyu,” sabi ni Singson.
“Marami ang nagsasabi na ito (proyektong kontrol sa baha na multo) ang pinakamalaking scam na nangyari sa bansa,” dagdag niya.
“Para maniwala ang mga tao kay Pangulong Marcos, dapat niyang unahin ang kanyang lalawigan. Kung malinis siya, tulungan natin siya,” sabi ni Singson.
“Bigyang prayoridad ang kanyang lalawigan. Magkalapit lang ang aming mga lalawigan. Tapat kami sa Ilocos Sur,” dagdag pa niya.
“Sinasabi ko sa ICI, bigyang prayoridad ang Ilocos Norte. Sa Senado, tinakpan nila ito at nang lumitaw ang Ilocos Norte, huminto sila sa imbestigasyon,” sabi ni Singson.
“Ibig sabihin, maraming isyu ang kailangang tugunan ngunit nailihis ito mula sa tunay na isyu,” dagdag niya. “Bakit kailangan nating lumipat sa ibang proyekto – mula sa kontrol ng baha patungo sa kalsadang pang-agrikultura,” sabi ni Singson.
“Mabilis makalimot ang mga Pilipino. Sa Guinness Book of Records, tinaguriang pinakamasamang Pangulo ang kanilang ama,” dagdag niya.
Si Chavit Singson lamang ang nagsabi na walang sinuman ang makakatalo kay Inday Sara sa pagkapangulo. “Noon, ang araw ko ay puro pera – pera ang lahat. 5,500 na mga munisipalidad, halos lahat ay nag-usap tungkol sa kanilang mga sariling problema,” sabi ni Singson.
Matagal na niyang hinihintay hanggang sa naging “Antay Marcos” siya. “Parang kami ang naloko. Paano nagawa ni Sara Discaya na makalikom ng P31 bilyon para sa mga proyekto sa kontrol ng baha. At ngayon ako na ang inaakusahan ng katiwalian,” sabi ni Singson.
“Paano nagawang makapasok ng mga Discayas sa Ilocos Norte gamit ang 38 proyekto. Ipakita ang kanilang mga proyekto doon. Ang nangyari ay ‘mga taktika ng paglilihis’. Wala nang mga proyekto para sa kontrol ng baha,” dagdag pa niya.
Sa rally noong Setyembre 21, sinabi ni Singson na wala namang mangyayari sa mga rally dahil may sariling agenda sila. “Tawirin natin ang mga linya ng partido. Walang Duterte. Walang Dilaw. Walang pampulitikang kulay,” sabi ni Singson.
Binigyang-diin niya, “Dapat magkaisa ang mga Pilipino, lalo na ang kabataan, upang sa tuwing magkakaroon ng rally, isa lamang iyon, ngunit ang kabataan ang dapat magpasya, at sigurado akong maraming susuporta sa inyo.”
Sinabi ni Singson na ang Setyembre 21 ay magulo dahil ang bawat isa ay para sa sarili. Namahagi siya ng pagkain sa panig ng Corinthian ng EDSA noong rally at maayos naman ang lahat, ngunit nang dumating ang hapon, inamin ng mga taong naka-maskara na binayaran sila ni Martin Romualdez upang sumali sa rally.
Pinaalalahanan ni Singson ang AFP at PNP tungkol sa kanilang tungkulin na protektahan ang mamamayan at ang Estado. Binanggit niya ang Seksiyon 3, Artikulo 2 ng Konstitusyon ng Pilipinas na nagsasaad, “Ang kapangyarihan ng sibilyan ay nakakataas sa militar sa lahat ng panahon.”
Sinabi niya na ang AFP at PNP ay hindi tagapangalaga ng Pangulo at ng Estado, kundi sila ay tagapangalaga ng sambayanang Pilipino. Naniniwala si Singson na maraming susuporta sa AFP at PNP kung gampanan nila ang kanilang tungkuling ayon sa Konstitusyon. Binanggit niya ang grupo na nagsabi na ang P205 milyong pondo ni Marcos mula sa PDAF ay napunta sa mga pekeng organisasyon, ngunit wala namang nangyari tungkol dito.

Ang mga suspek ay kinilala sa mga alyas na Boss, Christian; kapwa residente ng Parañaque City; at Emmanuel, naninirahan sa Bacoor City.
Ang matagumpay na buy-bust operation ay isinagawa dakong ala-1:30 ng madaling araw sa Bacoor City nitong Oktubre 14.
Pinangunahan ng mga operatiba ng Drug Enforcement Unit ng Bacoor City Component Police Station ang operasyon sa pakikipag-ugnayan sa PDEA na isang police poseur buyer ang matagumpay na nakabili ng iligal na droga mula sa mga suspek.
Nasamsam mula sa pag-iingat ng mga suspek ang isang unit white Toyota Hilux; isang piraso ng P1,000 bill (buy-bust money); isang knot-tied transparent plastic bag na naglalaman ng puting kristal na pinaniniwalaang shabu; at anim na heat-sealed transparent plastic sachet na naglalaman ng pinaniniwalaang shabu na may tinatayang kabuuang timbang na 105 gramo at may standard drug price value na P714,000.00.

Ang dalawang suspek, na sina alyas Bi at Ge, kapwa residente ng Dasmariñas City, ay naaresto dakong alas-6:00 ng gabi nitong Oktubre 13.
Isinagawa ang operasyon ng magkasanib puwersa ng Provincial Drug Enforcement Unit ng Cavite Police Provincial Office, Dasmariñas City Component Police Station at Regional Police Drug Enforcement Unit 4A, na may koordinasyon sa PDEA.
Sa nasabing operasyon ay nakumpiska ang tatlong piraso ng heat-sealed transparent plastic sachet na naglalaman ng puting kristal na pinaniniwalaang shabu na may tinatayang kabuuang timbang na humigit-kumulang 100 gramo, at may standard drug price value na P680,000.00; isang piraso ng P500 bill (buy-bust money); at isang unit ng android cellphone.
Ang operasyon ay isinagawa gamit ang Alternative Recording Device na nasaksihan ng isang media representative at isang halal na opisyal ng barangay.
ISANG Provincial Level Most Wanted Person ang arestado kamakailan ng mga tauhan ng Indang Municipal Police Station.
Ang akusadong si alyas Emie (lalaki) residente ng Indang, Cavite, ay naaresto dakong ala-1:10 ng tanghali nitong Oktubre 15.
Gamit ang Alternative Recording Device ay isinagawa ang pag-aresto sa bisa ng warrant of arrest.
Ito ay may kaugnayan sa kasong Section 10(A) in relation to Section 3(B) (1) of Republic Act No. 7610.
May inirekomendang piyansang P160,000.00. para sa pansamantalang kalayaan ng akusado.
TIMBOG ng isang City Level Most Wanted Person sa operasyong isinagawa ng pulisya kamakailan sa Bacoor City, Cavite.
Ang akusado na si alyas Cobra, residente ng Bacoor City, ay naaresto dakong alas-4:15 ng hapon nitong Oktubre 14.
Gamit ang Alternative Recording Device ay isinagawa ang operasyon ng mga tauhan ng Warrant Section ng Bacoor Component City Police Station.
Ang pagkakaaresto ay sa bisa ng warrant of arrest na inilabas ng RTC Branch 201, Las Piñas City, nitong Oktubre 6, na may inirekomendang piyansa na P300,000.00.
Ito ay para sa kasong paglabag sa Section 3 ng Republic Act 10883 (Anti-Carnapping Act of 2016).
Sa selebrasyon ng Indigenous Peoples Month ngayong Oktubre, ipinagdiwang ni Senadora Loren Legarda ang malaking ambag ng Indigenous Peoples (IPs) sa kultura, pagkakakilanlan, at tradisyon ng bansa, pati na rin sa tuluy-tuloy na kaunlaran.
“Buhay na ang natatanging kultura at kaugalian bago pa man dumating ang mga mananakop. Hindi lamang ito karangalan, ito’y kayamanang sandigan ng bansa,” giit ni Legarda.
“Matagal na nating kinilala ang mga katutubo bilang pundasyon ng bansa. Sila ang naglatag ng maraming kaalaman at tradisyong tinatamasa natin hanggang ngayon,” dagdag pa niya.
Bilang pangunahing may-akda ng batas na nagtatag ng National Indigenous Peoples Day tuwing Agosto 9, sinabi ni Legarda na patuloy na hinaharap ng mga katutubo ang samu’t saring suliranin.
Kabilang dito ang mga isyu sa ancestral domain, matitinding bagyong dala ng climate change, at unti-unting pagkawala ng tradisyon dahil sa globalisasyon.
Giniit ng four-term senator na hindi ganap na mabubuo ang isang bansa kung hindi kikilalanin at pag-aaralan ang kanilang mga tradisyon, at kung hindi pangangalagaan ang kanilang kabuhayan at kalusugan.
“Maraming kaalaman ang hatid sa atin ng Indigenous Peoples laban sa climate change, sa food security, at sa pangangalaga ng kalikasan dahil matagal na nilang napatunayang mabisa ang mga tradisyong ito,” ani Legarda.
“Doon natin mabubuo ang isang maunlad na kinabukasang mayaman sa kultura at ligtas kapag ipinagdiriwang at pinapahalagahan natin ang kanilang mga karapatan,” dagdag pa ng senadora.
“Hindi sila ang may pangangailangan sa atin, dahil nagmumula sa kanila ang ating pagka-Pilipino, at natutuklasan natin ito sa araw-araw, salamat sa kanilang mga naiambag.”
Maraming batas at panukala ang naisulong ni Legarda upang pagbutihin pa ang lagay ng mga IP. Kabilang dito ang National Cultural Heritage Act of 2009 at ang Cultural Mapping Law na nag-aatas sa lahat ng LGU na tukuyin at itala ang kanilang yamang kultural.
Suportado rin niya ang Schools of Living Traditions, na nagtuturo ng tradisyonal na paggawa ng mga produktong gaya ng tela.
Si Legarda rin ang pangunahing may-akda ng Philippine Tropical Fabrics Law, na nagtataguyod ng paggamit ng lokal na tela sa uniporme ng mga opisyal at kawani ng gobyerno.
Bukod pa rito, itinampok din ang karunungan ng iba’t ibang IP sa documentary series na “Dayaw,” na ideya ni Legarda. Siya rin ang host ng naturang programa.
